Abstract:
nvironmental issues due to climate change that has occurred in recent years have resulted in several impacts and environmental damage at regional, national and international levels, this has become a concern for countries in the world, so that the international cooperation that focuses on tackling global climate change is formed, starting from Rio Summit 1992, to Kyoto Protocol 1997 and to Paris Agreement 2015 which is the current international agreements on the focus on global climate change. Including the United States and China are, as developed countries that have big influence at the international level are concerned with environmental issues, the two countries decided to conduct strategic cooperation in the energy sector to maximize the potential of the two countries, prevent and be able to adapt to the impact of the environmental damage and, become an example for developing and developed countries in implementing cooperation specific in the energy sector. This thesis will analyze in depth the influence of the United States – China energy cooperation on the United States' policy to withdraw from the Paris Agreement Global Climate Governance, because it has led to national and international responses. Therefore, this study uses a qualitative research methodology to be able to analyze the existing literature review and explain it in depth. This study uses the theory of Neorealism as the main thought of the framework, supported by the concept of International Cooperation and Foreign Policy, in order to be able to analyze the strategic thinking of the United States in terms of energy cooperation that carried out with China and the shift in policy direction of the United States in the 2015-2019 time period. The author has found that the United States – China energy cooperation did not have much effect on the United States' policy in withdrawing the Paris Agreement Global Climate Governance, and the withdrawal of the United States from the Paris Agreement Global Climate Governance was purely taken for consideration of advantages and disadvantages obtained by the United States in terms of international cooperation, including on the economy and sovereignty.
