Abstract:
The tourism sector in recent years has become one of the potential sectors to support
a country's economy. In the administration of President Joko Widodo, the tourism
sector was also one of the focuses of government work under the Ministry of
Tourism, as planned in various state documents such as the RPJMN 2015-2019 and
the RENSTRA 2015-2019. Thesis entitled, "Cultural Diplomacy Through Tourism
Promotion: Indonesia's Cultural Diplomacy to France (2015 - 2018)", has focusing
to address the research question, how Indonesia conducts Cultural Diplomacy to
France through Tourism Promotion. This thesis aims to prove that Tourism
Promotion can be used as a form of Cultural Diplomacy practice. The theoretical
basis used in this thesis is the Soft Power Theory and Cultural Diplomacy. This
thesis used Qualitative research methods, where researchers will analyze the
Ministry of Tourism Accountability Report of the Ministry of Tourism and the
Report on the Implementation of Indonesian Tourism Promotion Activities under
the administration of President Joko Widodo. Therefore, based on the analysis of
the data carried out, it was concluded that the six Tourism Promotion Activities that
were successfully carried out by the Indonesian Ministry of Tourism in France
involved 19 elements and activities of Indonesian culture that is utilized as a form
of cultural diplomacy.
